Abstract

The transformation of digital-based land services is a key strategy in realizing efficient and transparent land administration. The transition from analog to electronic land certificates, as regulated in Ministerial Regulation ATR/BPN No. 3 of 2023, marks a concrete step in this digital shift. This study focuses on the Land Office of Malang City, designated as a “complete city,” making it a strategic location for the initial implementation of electronic certificates. The study aims to describe the implementation and achievements of converting analog certificates to electronic ones through land registration data maintenance activities, and to identify the barriers, solutions, and strategies involved. A qualitative descriptive method was applied, supported by SWOT analysis, with data collected from in-depth interviews, field observations, and documentation reviews. Findings reveal significant progress, with electronic certificates increasing from 2.97% in July 2024 to the 110th national ranking by March 2025. Nonetheless, technical and non-technical obstacles persist, including limited infrastructure, human resources, and public resistance. These results imply the importance of strengthening internal capacity, updating technological infrastructure, and enhancing public awareness as key strategies for sustaining digital transformation in land services.
