Abstract

Agrarian and Spatial Development is very important, because human life is very dependent on land. the government through various better service innovations, one of which is through the Complete Systematic Land Registration (PTSL) program which aims to accelerate the land registration process. In accordance with article 42 paragraph (1) Permen ATR / Ka.Bpn Number 6 of 2018, PTSL implementation can be carried out based on community participation with the assistance of the Land Data Collector (Puldatan). This research aims to understand the progressivity of PTSL-PM implementation, focusing on the role of village government and community participation. The method used in this research is Qualitative with a descriptive approach. The results of the study show that, based on the theory according to Van Meter and Van Horn (1975), the role of the Village Government in the implementation of the PTSL-PM Program still needs to be improved, especially in increasing resources, inter-organizational interactions, implementing characteristics and implementing dispositions. It is necessary to evaluate the Village Government to be able to increase the success of the program and improve the quality of services to the community. Although there is still a need to improve the quality of implementers, there are still several factors that are implemented such as policy standards and objectives and the entanglement between social, economic and political factors. This shows that the Village Government has shown some success, so it needs to be improved in other aspects to achieve overall program success. Obstacles stem from two factors, namely internal and external. External factors come from outside parties regarding the low understanding of the community and the constraints of the weather factor. Solutions are carried out through approaches to the community to increase understanding and awareness of the community in the implementation of the PTSL-PM program.
