Abstract
The Agrarian Reform Policy initiated by the Indonesian government aims to address land ownership inequality and alleviate poverty. In this context, the PPTPKH was first implemented on Java Island, specifically in Banyuwangi Regency. The issuance of Decree No. SK.485/MENLHK/SETJEN/ PLA.2/5/2023 (Release Decree) for East Java Province was followed by Tata Batas activities, which were subsequently rejected by the local community. Despite this resistance, the provision of continued with the issuance of Decree No. SK.1004/MENLHK/ SETJEN/PLA.2/9/2023 (Blue Decree) for Banyuwangi Regency. This study examines the causes of community resistance and the implementation of land redistribution for communities residing in forest areas. A descriptive qualitative method was employed in this study. Data were collected through document analysis related to the land redistribution process from forest areas, interviews with implementing stakeholders and community members in the field, and direct observation at the research location. The findings reveal that the primary cause of community resistance stems from the Ministry of Environment and Forestry (KLHK) policy, which does not fully release agricultural land owned and cultivated by the community from forest area designation—only residential plots were considered for release. Additional findings suggest that political factors and a lack of public understanding regarding the PPTPKH policy contributed to the resistance. This misunderstanding led to rejection and delayed the implementation of land redistribution activities scheduled by the government in Pesanggaran Village, Banyuwangi Regency. This rejection reflects a form of policy resistance, driven by the perception that the government's decisions are unjust and unsupportive of farmers and communities residing in forest areas.
