Abstract

The problem of slums in urban areas is a major challenge in realizing the Sustainable Development Goals (SDGs), especially the eleventh goal that is inclusive, safe, resilient and sustainable cities and settlements. This study aims are to examine the implementation suitability of the Vertical Land Consolidation (VLC) concept with applicable regulations and to understand the role of stakeholders in the implementation of the VLC program in Palmerah district,West Jakarta district, and Tanah Tinggi district, Central Jakarta district. The method that used in this research is qualitative approach with a case study research type. Data were obtained through in-depth interviews with various related parties, field observations, and also documents and secondary data analysis. The results of the research show that the implementation of VLC in both locations has not fully complied with the provisions in the Regulation of the Minister of ATR/Head of BPN No. 12 of 2019, especially in technical aspects such as temporary relocation and publishing of SHMSRS as the individuals rights. Another result is that the success of VLC implementation was greatly influenced by the active involvement of five stakeholder categories which conssit of policy creators, coordinators, facilitators, implementors, and accelerators, within the framework of collaborative governance. The success in the two study locations shows the importance of inclusive dialogue at every stage, as well as strong regulatory and institutional support. Therefore, it is necessary to revise the policy and strengthen the strategic role of the Land Bank so that the VLC program can be replicated effectively as a systematic solution in organizing slum settlements in other dense urban areas.
