Abstract

Land exchange is one form of land rights transfer that involves the shifting of rights from one party to another. This exchange may be influenced by several factors, one of which is the need for land to support public development projects. The regulation governing land exchange activities between kalurahan (village administrations) and the community in Yogyakarta is the Regulation of the Governor of the Special Region of Yogyakarta Number 34 of 2017 concerning the Utilization of Village Land. This study aims to identify and analyze the causes and impacts of differences in stages, requirements, and implementation of land exchange between kalurahan and the community, particularly for land parcels “recorded in the Letter C book” and “not recorded in the Letter C book” in Trirenggo and Sumbermulyo Villages, Bantul Regency. This research employs a qualitative method with a descriptive approach. The findings indicate that land parcels “recorded in the Letter C book” are those that include additional notes in the village Letter C book indicating that they have been physically exchanged with other parcels. Meanwhile, parcels “not recorded in the Letter C book” are those without such additional notes in the Letter C book, even though they have been physically exchanged.
