Abstract

Land redistribution is one of the main instruments in the Agrarian Reform program aimed at reducing land ownership inequality and promoting social justice. This study examines the dynamics of land redistribution for East Timorese ex-transmigrant refugees in Sumberklampok Village, Buleleng Regency, Bali. The primary focus lies on the history of land occupation, the process of determining the subjects and objects of redistribution, and the fulfillment of justice following the redistribution. The research adopts a qualitative approach, utilizing data collection techniques such as document studies, field observations, and in-depth interviews. The findings show that although the land has been managed for more than two decades by the East Timorese refugee community, its status as forest land has hindered the certification process. After a long struggle, part of the area was eventually released and residential land was redistributed to 107 households. However, internal community dynamics and data inconsistencies caused the redistribution process to proceed gradually and face significant challenges. In general, the program has provided legal protection and a sense of security for the community, but it has not fully fulfilled the principles of distributive justice, as cultivated land has not yet been included in the redistribution program.
