Abstract

Coastal areas in Indonesia have strategic value both ecologically and economically. However, the intensification of investment and development in this area often triggers land cover conversion and carbon stock reduction, thus exacerbating the impacts of climate change. This study aims to analyze the dynamics of land cover and carbon stock changes in Gerokgak District, Buleleng Regency, Bali, which is a coastal area with rapid investment growth and high ecological pressure. The method used is spatial analysis based on Sentinel-2A satellite imagery with the Random Forest classification algorithm and data processing on the Google Earth Engine and ArcGIS 10.8 platforms. Land cover was analyzed for 2018, 2020, 2022, and 2024, and integrated with Above Ground Biomass (AGB) data to calculate carbon stock based on land cover categories sourced from the Ministry of Environment and Forestry. The results of the accuracy test showed a high level of classification, with an overall accuracy value ranging from 88–91%. The analysis shows that there was a fluctuation in carbon stocks during the study period, with an increase in 2020, but a significant decrease in 2022 and 2024, especially in the Land Use Rights (HGU) area. This study emphasizes the importance of integration between agrarian policies, remote sensing-based monitoring, and ecosystem conservation in supporting sustainable and low-emission coastal development.
