Abstract
In the Grobogan Regency Land Office, there have been problems with duplicate certificates in recent years. A duplicate certificate is a condition when there is more than one land title certificate issued by the National Land Agency (NLA) or an authorized agency for the same land area. This duplicate certificate creates legal uncertainty and has the potential to cause land disputes between certificate holders. This problem will later be studied and analyzed in relation to the causal factors and resolution efforts in depth based on several duplicate certificate problems found in the Grobogan Regency Land Office. The method used in this study is a descriptive qualitative research method with a legal approach. This method is carried out by describing data, concluding data and describing the results of the analysis of the data studied referring to legal regulations. The types of data obtained are primary and secondary data. Primary data were obtained in the field during interviews and documentation and supported by secondary data obtained from various online literature. The results of the study indicate that there were problems with duplicate certificates in the Grobogan Regency Land Office. The problems with duplicate certificates that differ in type of cases, causal factors and resolution efforts. The occurrence of double certificates is caused by internal factors, such as inadequate human resources, errors in NIB plotting and village maps that have not been updated. In addition, the problem of double certificates is caused by external factors, such as errors in conveying information by village officials, errors in identifying land boundaries, land sale and purchase procedures that are not in the presence of PPAT, family relationship conflicts, and lack of public awareness of land ownership. Then the settlement efforts made by the Land Office refer to Permen ATR/Ka. BPN No. 21 of 2020 through mediation and judicial channels to ensure certainty and legal protection of land rights.
