Abstract

This study aims to evaluate the effectiveness of the regulations stipulated in Minister of Home Affairs Regulation Number 3 of 2024 in resolving compensation issues related to village treasury land affected by national strategic projects. The research was conducted in the context of land acquisition for the Jlantah Dam National Strategic Project in Karanganyar Regency. The method used is a qualitative descriptive approach, employing techniques such as observation, interviews, and document study. This study examines the implementation of compensation and land release for village treasury land that is the object of land acquisition, the problems encountered in the compensation and release process, and the efforts to resolve land exchange issues based on Minister of Home Affairs Regulation No. 3 of 2024. The findings show that although the regulation provides an adequate legal foundation for resolving land exchange issues involving village treasury land affected by land acquisition, in practice, several obstacles remain, preventing optimal realization. It is recommended that monitoring and evaluation be conducted, along with active involvement from all relevant parties, to support the resolution of compensation and land release issues concerning village treasury land impacted by land acquisition.
