Abstract

The replacement land certificate serves as a government-issued solution to protect land ownership rights and to prevent the issuance of duplicate certificates, which may lead to disputes and losses for the rightful owners or other related parties in the future. Furthermore, it acts as a preventive measure against misuse by irresponsible individuals. This study aims to analyze the service procedures and legal status of replacement land certificates due to damage, loss, or requests for blank certificate updates at the Land Office of East Lombok Regency. The research was conducted from March to April 2025 using a normative-empirical juridical approach by examining primary data through field observations and literature studies. The findings reveal that in the implementation of replacement certificate issuance, there have been adjustments to operational standard procedures and land regulation policies in accordance with updated provisions, particularly the transition from Minister of Agrarian Affairs/Head of BPN Regulation Number 3 of 1997 to Minister of ATR/BPN Regulation Number 16 of 2021. These adjustments also include the issuance of electronic replacement certificates and the affirmation that their legal standing is equivalent to that of the originally issued land certificates.
