Abstract

This study aims to examine the characteristics and causes of overlapping land ownership and control in Singkawang City, West Kalimantan, and to analyze conflict resolution approaches employed by the Section of Disputes, Conflicts, and Cases (SKP). The issue of overlapping land rights is driven by discrepancies between physical and administrative land data, weak institutional coordination, and legal conflicts arising from delayed data validation. A qualitative method with a descriptive-analytical approach was employed, supported by spatial analysis spatial plans (RTRW) with actual land use, and by analysis of six land dispute cases handled by SKP from 2020 to 2025. The findings indicate that land overlaps frequently occur in economically strategic areas and zones that deviate from designated spatial planning. Disputes were resolved through mediation, re-documentation, and land rights data updating. This study highlights the importance of spatial-legal validation and integrated land administration systems as strategic efforts to reduce conflicts and reinforce legal certainty in urban land governance.
