Abstract

The Complete City Development is a program initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) aimed at ensuring legal certainty in land administration through improved data quality. One of the recurring issues encountered in the implementation of this program, based on the 2024 Technical Guidelines for Spatial Data Quality Improvement, is the anomaly of overlapping mapped land parcels.This study aims to identify the condition, technical improvement strategies, obstacles, and solutions for improving the spatial data quality of mapped land (KW 1, 2, and 3) identified with overlaps, as implemented by the Land Office of Semarang City in Miroto Urban Village, Central Semarang District, Semarang City. This research employs a qualitative method with a descriptive approach to understand the phenomenon of spatial anomalies in land parcels and to formulate improvement strategies based on field experiences. Primary data were collected through interviews and observations involving parties engaged in the improvement of spatial data quality for mapped land (KW 1, 2, and 3) at the Semarang City Land Office. Secondary data consisted of relevant documents used in the implementation of spatial data quality improvement activities. The results of the study show that out of 1,445 mapped land parcels, 445 cases of overlaps and 78 cases of gaps were identified. The improvement strategy was carried out by implementing policies from the Head of the Semarang City Land Office and applying the 5M principles (Man, Money, Materials, Machines, Methods). In its technical implementation, both internal and external challenges were encountered. These challenges were addressed through specific solutions formulated by the Semarang City Land Office.
