Abstract

Modernization of land services is currently being implemented through media transfer activities for the preparation of electronic certificate data. The first step towards electronic certificates is the acceleration of media transfer activities for land books and measurement letters, which act as juridical and physical data for electronic certificates. In practice, however, the achievement of the completion of the Pra SUel program is still low. On the other hand, there is still an imbalance between the number of validated land books and measurement letters. The purpose of this study was to describe the process of implementing the transfer of measuring instruments, obstacles and strategies in the implementation of the transfer of measuring instruments. This research uses a qualitative method to explain the process of transferring measuring documents, obstacles, and strategies for resolving these obstacles. Data collection techniques were carried out by observation, documentation, and interviews with purposive sampling method. The data analysis technique used interpretation data analysis and fishbone analysis to identify obstacles and strategies in the transfer of measurement letter media. The results showed that the process of transferring the measurement letter media was in accordance with the Laws and Regulations, but showed obstacles in each implementation. Internal barriers consist of HR, Budget, Infrastructure, Supporting Data for Measure Letter Media Transfer, and Policy. Furthermore, external barriers consist of Political, Social, Economic, and Cultural. Strategies carried out to accelerate media transfer are carried out by improving.
