Abstract
The Spatial Plan (RTRW) serves as a crucial instrument in managing spatial utilization to establish a harmonious and sustainable spatial structure. As a growing city, Pematangsiantar faces dynamic development pressures that often result in land-use changes misaligned with the prevailing spatial regulations. This study aims to evaluate the process of enacting the Ministerial Regulation of Agrarian Affairs/Head of the National Land Agency No. 4 of 2024, issued due to a legislative impasse in revising the regional regulation on Pematangsiantar’s RTRW. In addition, the study analyzes the compatibility between existing land use and the spatial pattern outlined in the RTRW, and identifies the causes, impacts, and potential solutions to spatial mismatches. A mixed-methods approach was employed, combining the statute approach to examine the legal process, spatial analysis to evaluate land-use conformity, and a descriptive approach to explore causal factors, consequences, and corrective strategies. The findings show that the Ministerial Regulation was a central government initiative to ensure continuity in spatial planning amid a local regulatory deadlock. Spatial analysis revealed that 5,528.311 hectares (72.88%) of land use are aligned with the RTRW, while 2,057.48 hectares (27.12%) are not. Factors contributing to these mismatches include population growth, limited public awareness of spatial planning, data acquisition techniques, and human errors during document preparation. Consequences of non-conformity include misinterpretation of spatial recommendations, environmental degradation, and legal sanctions. Solutions proposed include adjusting spatial recommendations based on existing land use and impact analysis, enhancing public awareness through outreach, periodic RTRW revisions, and enforcing spatial planning regulations more strictly. This study is expected to serve as a reference for local policymakers in improving spatial governance and achieving effective and sustainable spatial planning in Pematangsiantar City.
