Abstract
The digital transformation in land services in Indonesia, particularly through the implementation of electronic land certificates within the Systematic Land Registration Program (PTSL), represents a strategic response to the demand for modernization in public services. With the enactment of the Ministerial Decree of ATR/BPN No. 468/SK-HR.01/VI/2024, the government began the gradual implementation of electronic certificates starting in June 2024 at various land offices, including in Semarang City. However, in practice, several challenges have emerged, such as public resistance to the new system, limited digital literacy, and concerns regarding data security in the use of electronic land certificates. This study aims to: a) identify the socio-economic characteristics; b) assess the level of public perception toward the implementation of electronic land certificates in the PTSL Program; and c) analyze the relationship between socio-economic factors and public perception. The research employed a quantitative associative approach and was conducted in the Gajahmungkur District of Semarang City, an area with the lowest rate of SHAT (Certificate of Land Ownership) issuance in the 2024 PTSL program. The research findings indicate that the socio-economic characteristics of the Gajahmungkur community demonstrate a positive readiness to adopt electronic land certificates. The majority of respondents are high school or university graduates, belong to the middle to upper-income group, and exhibit high mobility, although access to information remains limited. Public perception of this innovation is relatively high, reflected in positive assessments of its attributes. Education, income, and access to information significantly influence perception, while land size and cosmopolitanism do not. The implications of these findings suggest that the implementation strategy for electronic land certificates should consider education, income, and access to information as key factors in enhancing public acceptance.
