Abstract

This study aims to analyze the implementation of land acquisition for small-scale public purposes in Yogyakarta City and to examine the prioritization process of the land acquisition proposals. This research is motivated by the increasing need for public green open spaces and public facilities, while land availability remains limited. A qualitative method with a descriptive approach was used, employing interviews, observation, and document analysis. The results show that small-scale land acquisition is carried out both through formal stages (with location determination decree) and directly (business-to-business model). The prioritization of land acquisition proposals is based on a scoring technique guided by indicators in the decree issued by the Head of the Yogyakarta Land and Spatial Planning Office No. 000.3.2/2356 of 2023. Priority is given to locations with high urgency, spatial compatibility, and efficiency in terms of time and cost. The conclusion indicates that the implementation and prioritization process has generally followed applicable regulations, although transparency and periodic evaluation of the indicators are necessary.
