Abstract

Agrarian reform refers to the restructuring of land ownership, control, use, and utilization in a more equitable manner through asset structuring and access provision to achieve community welfare. The potential of access reform within the agrarian reform framework to realize community welfare is an important topic to explore, particularly given that Andong Village has 142.46 hectares of non agricultural land. Additionally, there is potential in the goat farming sector, which has been a long-standing tradition among the residents of Andong Village but has yet to be developed optimally and sustainably. Access reform has become one of the programs initiated by the Boyolali Land Office, implemented in three phases in Andong Village. This study aims to examine how the community of Andong Village interprets the access reform program and how community welfare is constructed following its implementation. This study uses a qualitative method with a descriptive approach, and data were collected through observation, interviews, documentation, and document studies. The data were analyzed thematically. The results indicate that the meaning of access reform varies among the residents, depending on their backgrounds and conditions. The community interprets access reform as community empowerment, inequality reduction, and improvement of quality of life. Through social interaction, assistance, and participation in the program, the community's understanding has become more profound. The construction of community welfare post-implementation of the ARA program encompasses four components: economic welfare, psychological welfare, social welfare, and cultural welfare.
