Abstract

Land consolidation is a policy aimed at reorganizing land ownership, control, use, and utilization in accordance with spatial planning, involving active community participation. In the Motandoi Selatan area, this policy has been implemented to address slum settlements through a relocation scheme, and the planning stage has been completed. However, community participation in the socialization activities remains low, with only 94 out of 220 residents attending. Such low involvement hinders the effective transmission of information. This study aims to examine the land consolidation planning process and to understand the community’s perception of the program so that stakeholders can better support the implementation of land consolidation in Motandoi Selatan. A qualitative descriptive method was used, involving interviews, observations, and document studies. The findings indicate that the planning stage has been conducted in accordance with Ministerial Regulation of ATR/BPN No. 12 of 2019. Community perceptions of the program vary, but most residents support it. To support implementation, the Bolaang Mongondow Selatan Regency Government has taken both persuasive approaches with the community and collaborative efforts among stakeholders.
