Abstract

Land acquisition for the construction of the Bener Dam in Purworejo Regency is part of the National Strategic Project that has high urgency, but in its implementation, it faces various internal and external obstacles. Rejection from some members of the community, limited human resources (HR), and administrative issues have become the main obstacles in the procurement process. This research aims to deeply identify various obstacles faced and analyze the strategies implemented by the Purworejo Regency Land Office in addressing these issues. The research method used is a descriptive qualitative approach with SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis technique to evaluate the internal and external factors affecting the success of land acquisition. Data were collected through in-depth interviews with key informants involved in the procurement process and the study of relevant official documents. The research results show that the Land Office implements the 4K strategy (Communication, Coordination, Collaboration, and Commitment) in overcoming obstacles, manifested through intensive socialization activities to the community, the formation of special study teams, and enhanced cross-sector cooperation with relevant stakeholders. SWOT analysis reveals that national policy support and the active role of village governments are opportunities that can be leveraged, while community resistance and personnel limitations are the main challenges. The 4K strategy has proven capable of accelerating the land acquisition process more effectively and participatively. The findings of this research provide an important contribution to the development of adaptive, collaborative, and community-based land acquisition strategy models in the context of strategic infrastructure development in Indonesia.
