Abstract

Business actors in Indonesia often face common investment challenges, such as issues related to licensing, land acquisition, and regulatory barriers. The goverment responded by issuing Government Regulation No. 24 of 2018, which was later updated through Government Regulation No. 5 of 2021, to improve the licensing system through the Online Single Submission (OSS) mechanism. Click or tap here to enter text.In the city of Surabaya, the OSS system has been implemented in the licensing process for the Suitability of Spatial Utilization Activities (KKPR) for business activities. However, despite its implementation, various obstacles remain in practice, both from relevant institutions and business actors. This study aims to evaluate the effectiveness and various challenges in the implementation of KKPR licensing services through the OSS application in the city of Surabaya. The research method used is a qualitative method with a descriptive approach. Data were collected through interviews, observations, and document analysis, with the results presented in narrative and visual form. The data obtained consist of primary data (from interviews and field observations) and secondary data (documents from relevant institutions). The results of this study indicate that : (1) The OSS system has significantly improved the efficiency of spatial utilization licensing services; (2) Challenges still presist, including technical issues, lack of outreach, limited human resourse capacity, and weak inter-angency coordination; (3) Proposed solutions include enhancing coordination, streamlining the licensing proses, optimizing the OSS system, providing continuous education, and ensuring government support.
