Abstract

The preparation of the Detailed Spatial Planning for Bantul Barat is a strategic effort to facilitate investment by integrating into the Online Single Submission (OSS) system. This study aims to examine the mechanisms for preparing the RDTR for Bantul Barat, identify the challenges faced, and formulate acceleration strategies that can be implemented. The research employs a mixed-method approach with descriptive qualitative techniques, utilizing data collection through document studies, interviews, and questionnaires. The findings indicate that the mechanism for preparing the RDTR for Bantul Barat includes several main stages: preparation, data collection, data processing, concept formulation, regulation drafting, RDTR establishment, and integration into OSS. The challenges encountered include sectoral ego among agencies, lack of coordination, limited access to accurate data, low community participation, and technical challenges in the integration process with OSS. It was found that data and information factors, as well as human resources, are the two most influential factors in accelerating the RDTR preparation process for Bantul Barat. Suggested acceleration strategies include strengthening local government commitment through the establishment of a Change Action Team, implementing a collaborative cross-sectoral approach, and systematic risk mitigation to support a more efficient, effective, and timely RDTR preparation process.
