Abstract

The Sustainable Development Goals (SDGs) have 17 main goals and 169 targets. One of the targets is to end hunger. Agricultural land plays an important role in achieving this goal. Therefore, the government is committed to safeguarding agriculture through paddy field protection policies, including Protected Paddy Fields and agricultural areas contained in the Spatial Pattern Plan. However, in its implementation, this research discusses the impact of the mismatch between Protected Paddy Fields (LSD) and the Spatial Pattern Plan (RTRW) in Pemalang Regency, in the context of achieving food security and the Sustainable Development Goals (SDGs). The conversion of paddy fields due to industrial expansion and weak policy synchronization has the potential to reduce agricultural productivity. The research method used a mixed methods approach, through spatial analysis and interviews with five parties. The results showed that the pattern of changes in paddy fields from 2018 to 2024 showed a tendency to cluster locally, although globally it was random and spatially insignificant. The suitability of paddy fields to LSD is very high, reaching 98.01%, with a relatively small level of non-conformity, which is only 1.99%. On the other hand, the suitability between LSD and agricultural areas is still low, at 57.78%, while the mismatch reaches 7.46%, and there are agricultural areas that have not been optimally accommodated in the LSD policy.
