Abstract
This study examines the problems and alternative solutions in the implementation of Spatial Utilization Conformity (KKPR) in the business sector in Karawang Regency. The background of this study is based on the high level of investment interest in Karawang Regency, which reached Rp45.8 trillion in 2023, placing it as the second highest investment in West Java Province. This significant economic growth, with a GDP growth rate of 6.31% in 2022, is supported by the implementation of an integrated electronic business licensing system (OSS-RBA). However, in its implementation, various challenges still hinder the effectiveness of KKPR, including regulatory, institutional, service, and human resource aspects. The objective of this study is to identify the issues arising from the implementation of the KKPR in the business sector in Karawang Regency and to formulate alternative solutions for their resolution. The research method used is qualitative with a descriptive approach, collecting primary data through interviews with stakeholders (Land Office, DPMPTSP, DPUPR Karawang Regency, and business actors) as well as secondary data from document studies and field observations. Data analysis was conducted using a comparative-descriptive approach to compare the implementation of KKPR with existing regulations and describe the findings. The research results indicate that the main issues include: (1) Regulations: The absence of comprehensive local regulations on the supervision and control of KKPR, including incentive and disincentive schemes; (2) Institutional: The role of the Spatial Planning Forum (FPR) has not been optimal due to insufficient coordination among agencies; (3) Services: Weaknesses in the OSS-RBA system in spatial and administrative validation, as well as the lack of integration of the Detailed Spatial Plan (RDTR) with the OSS-RBA system, resulting in a manual licensing process and potential overlaps; (4) Human Resources: Disparity between the number of competent human resources and the high volume of KKPR applications. In addition, business actors face difficulties in understanding the digital licensing process and spatial data entry. Recommended alternative solutions include: (1) Strengthening regional regulations by developing detailed KKPR SOPs and incentive-disincentive schemes; (2) Optimizing the role of the FPR through regular coordination and integration of spatial information systems between OPDs; (3) Accelerating the preparation and integration of RDTR with OSS-RBA, as well as improving the OSS system for more accurate data validation; (4) Increasing human resource capacity through ongoing technical training; and (5) Improving the digital literacy of business actors through socialization, technical guidance, and the provision of interactive guides.
