Abstract

This study aims to analyze pro-poor village development policies through a case study of the management of Tanah Kas Kalurahan (village treasury land) in Bangunkerto Village, Turi Sub-District, Sleman Regency. The background of this research is based on the fact that rural poverty remains high, while the management of village assets such as Tanah Kas Kalurahan has not been fully optimized to support poverty alleviation. This research employs a descriptive qualitative approach with data collection techniques including in-depth interviews, field observations, and document analysis. The findings indicate that the management of Tanah Kas Kalurahan in Bangunkerto refers to Kalurahan Regulation No. 3 of 2019 and Yogyakarta Governor Regulation No. 24 of 2024. The land is utilized for agricultural and non-agricultural activities through an annual lease system. Although some plots are allocated to poor communities, there is no specific affirmative policy that systematically prioritizes marginalized groups. Poor tenants still face limited access to capital, training, and business assistance. The findings also reveal a dilemma between optimizing Village Original Revenue (PAD) and prioritizing the poor. This study concludes that the management of Tanah Kas Kalurahan in Bangunkerto has not yet fully adopted a pro-poor perspective. Although there are efforts by the village government to provide access to land for poor residents, these efforts are not yet supported by strong affirmative policies. Therefore, policy strengthening is needed through participatory approaches, social protection systems, and the integration of economic empowerment programs to ensure that Tanah Kas Kalurahan becomes an effective instrument for sustainable poverty alleviation.
