Abstract

Agrarian reform is a strategic instrument aimed at achieving social justice and improving community welfare through the reorganization of land ownership, control, use, and utilization. Within this context, access reform plays a crucial role in optimizing the use of land distributed to communities through the agrarian reform program. In Kujangsari Village, Langensari Subdistrict, Banjar City, the local potential of freshwater catfish farming offers a significant opportunity to be developed as part of an economic empowerment strategy. This study is motivated by the importance of maximizing that potential to support local welfare through stakeholder collaboration in implementing access reform. The main research problems addressed are: how the access reform program is structured, how catfish aquaculture is being developed based on local potential, and what social, economic, and environmental impacts the program produces. This study employs a descriptive qualitative approach to explore in depth the implementation of agrarian reform access arrangements in the catfish aquaculture sector. Data were collected through in-depth interviews with key informants, field observations, and document analysis. The research site was purposively selected in Kujangsari Village, which has entered the third phase of access reform—business mentoring. The study adopts the theoretical framework of collaborative governance to examine stakeholder cooperation, and also utilizes the concept of community empowerment based on local potential to analyze the program's strategy and effectiveness. The data were analyzed thematically to identify patterns of collaboration and their impacts on local socio-economic changes. The results show that the agrarian reform access program in Kujangsari Village has progressed to the business mentoring stage, involving various parties such as government agencies, farmer groups, and local departments in the form of training, production support, and marketing of catfish products. The collaboration has led to institutional strengthening within the community and supported the growth of microenterprises based on village potential. The outcomes include increased income, strengthened social capital, and more sustainable management of local resources. In conclusion, the agrarian reform access program through catfish aquaculture in Kujangsari Village has proven to be an effective empowerment model, demonstrating that multi-stakeholder synergy plays a vital role in optimizing assets and enhancing community welfare based on local potential.
