Abstract

Digital transformation in land administration is an urgent effort to modernize services by enhancing efficiency, accountability, and legal certainty. This study aims to analyze the regulatory framework, implementation process, progress, as well as the challenges and solutions related to the conversion of analog land certificates into electronic certificates at the Land Office of Magetan Regency. A qualitative descriptive approach was employed, utilizing literature studies, observations, and interviews with relevant personnel. The findings reveal that the media conversion process is conducted based on Minister of Agrarian Affairs and Spatial Planning/National Land Agency Regulation No. 3 of 2023 and Technical Guidelines No. 3 of 2024. As of March 2025, the progress of conversion in Magetan has reached 72.48% for land parcels and 95.34% for land books, indicating significant advancement. However, several challenges remain, including limited human resources, technological infrastructure issues, and data validation problems. Solutions that have been implemented include staff training, infrastructure improvements, and optimization of digital systems. The study concludes that despite the notable progress, the effectiveness of electronic certificate conversion still requires enhancement through policy synergy, internal capacity building, and technical improvements. These findings are expected to contribute to the development of practical recommendations for strengthening digital land administration policies at the local level.
