Abstract

Effort to improve the quality of land data in Cluster 4 in Awiyo Village, Jayapura City, various obstacles were encountered. These obstacles included limited human resources, budget, and measurement equipment. In addition, there was a lack of measurement documents, measurement letters, land books, and deeds. The objective of this study is to identify the characteristics of land parcels in Cluster 4 in the area, analyze the challenges hindering efforts to improve data quality, and formulate effective improvement strategies. The research method applied is qualitative with a descriptive approach. The data analysis used is Thematic Analysis to identify themes related to improving land data quality, Fishbone Analysis to visualize the root causes of problems, and SWOT Analysis to evaluate strengths, weaknesses, opportunities, and threats. The characteristics of Cluster 4 land parcels in Awiyo Village are 70 parcels, all of which have Freehold status. These plots originate from the 2016 Prona program (40 plots), the Systematic Land Registration Program (PTSL) (25 plots), and the village replacement program (5 plots). The spatial data sources used for data collection include field measurement results represented in Survey Maps, as well as overlays with Geo KKP download maps. Challenges faced in improving data quality in Cluster 4 include insufficient budget allocation for work outside regular office hours, low community response, limited competent human resources for studio checks and field measurements, and the absence of important document archives. Additionally, validating software accuracy requires field technical testing. The recommended strategy for improving the quality of data in Cluster 4 at the Jayapura City Land Office is the implementation of the “PELITA TEPAT” method. This method emphasizes the importance of socialization at the village level to obtain community and government support, the development of human resource competencies through self-training, the use of the latest technology such as drones for surveys, and the borrowing of equipment from the ATR/BPN Regional Office. Through the implementation of the “PELITA TEPAT” strategy, which involves active participation and collaboration between officials and the community, Awiyo Village has successfully become a Complete Village, supporting the Jayapura City Land Office's goal of achieving Complete City status.
