Abstract

The construction of the Batang–Semarang Toll Road is part of a National Strategic Project aimed at improving regional connectivity and the economy. During the land acquisition process, an issue arose regarding residual land, which refers to the remaining portions of land affected by land acquisition that can no longer be utilized according to their original purpose and use. Kembangarum Sub-district is one of the Sub-districts with residual land from the land acquisition for the Batang–Semarang Toll Road construction, covering an area of over 100 square meters. This study employs a qualitative method with a case study and field research. Data was collected through in-depth interviews with relevant stakeholders and affected residents, as well as document analysis of regulations and land acquisition data. The implementation of compensation follows the Peraturan Kepala Badan Pertanahan Nasional Republik Indonesia Nomor 5 Tahun 2012 Tentang Petunjuk Teknis Pelaksanaan Pengadaan Tanah. The research results show that there are a total of 19 remaining land plots with an area of 100 m² in the land acquisition for the construction of the Batang-Semarang toll road, consisting of 10 remaining land plots in the first location determination and 9 remaining land plots found in the additional section location determination. Based on the field verification results by Tim Kajian Tanah Sisa Tidak Efektif, the remaining land plots were categorized based on Land Use, Shape of the remaining land plots, Access to the remaining land plots, and affected land by the activities of the toll road. Based on the results of the remaining land review, there are 13 remaining land whose compensation claims were approved, 3 land whose compensation claims were not approved, and the remaining 1 land for which no compensation claim was submitted, so the Tim Kajian Tanah Sisa Tidak Efektif has no basis for verifying that remaining land bloc.
