Abstract

The Cadastral Complete Land Administration Information System Jakarta (KAKAP Jakarta) as an integrated geospatial data basic layer to support sustainable development in West Jakarta Administrative City. KAKAP Jakarta has successfully integrated more than 150 themes of Thematic Geospatial Information (TGI), including land parcel data, Detailed Spatial Planning (RDTR), government assets, infrastructure, taxation, and high-resolution imagery. Using descriptive exploratory qualitative methods with in-depth interviews, observation, and documentation studies, this research evaluates system performance using the Land Administration Assessment Framework (LAAF). The results show that KAKAP Jakarta has been successfully implemented as an integrated geospatial data basic layer with excellent operational framework performance (Score A), supporting the achievement of SDGs 1, 8, 11, 15, and 16 through sustainable spatial planning, environmental degradation prevention, community economic empowerment, increased regional revenue, and land conflict prevention. Evaluation using LAAF shows good overall performance with variations between dimensions: excellent operational framework, strong policy framework, good review process, adequate external factors, but weak management framework requiring structural strengthening. KAKAP Jakarta has received international recognition from FIG as a best practice and has become a reference model for other regions in developing integrated land administration systems.
