Abstract

The Klaten Regency Public Information System (SITARU) facilitates public access to spatial planning information. They no longer need to visit the Public Works and Housing Agency's (DPUPR) Spatial Planning Division; they can simply access the website sitaru.klaten.go.id. However, as of this study, SITARU is considered ineffective. Spatial planning violations continue to be reported, reaching 72 hectares in 2022 and increasing to 142 hectares in 2024. One contributing factor to these violations is that violators either fail to access SITARU or access SITARU without adequate information. This study aims to analyze Klaten Regency and assess the quality of SITARU's spatial planning information services, meeting ISO 25010 standards. This study employed a mixed methods approach. Data collection included observation, interviews, questionnaires, and a literature review. The sample consisted of Klaten Regency Public Works and Housing Agency employees and members of the public who visited the Klaten Regency Public Works and Housing Agency's Spatial Planning Division over a one-month period. The current implementation of SITARU has been utilized by various groups, such as bureaucrats, potential investors, and the general public. However, some people still come directly to the Spatial Planning Division of the Public Works and Public Housing Agency to check their zones. These include those who are unaware of SITARU's existence, those who are unwilling to use it, and those who want to reconfirm the information they receive. Furthermore, the quality of SITARU's spatial planning information services in Klaten Regency, based on ISO 25010, is deemed adequate by the public. With scores of 79% Effectiveness, 79% Efficiency, 80% Satisfaction, 79% Freedom from Risk, and 79% context coverage. Keywords: SITARU, Spatial Planning, ISO25010
