Abstract

The Access Reform Program of Agrarian Reform is part of the Indonesian government's effort to improve community welfare by empowering agrarian reform beneficiaries after land legalization. This study aims to identify the problems in the implementation of the 2024 Access Reform Program in Temanggung Regency, analyze the contributing factors, and formulate relevant recommendations for improvement. This research employs a descriptive qualitative approach, using data collection techniques such as interviews, observations, and document analysis. The research subjects include beneficiaries in three villages (Mandisari, Pakurejo, and Ketitang), village officials, and personnel from the Temanggung Land Office. The findings reveal several challenges, including lack of assistance and mentoring, low community participation, limited understanding of the program’s objectives, and restricted access to capital and markets. Contributing factors include internal issues such as weak institutional coordination and external constraints like limited group capacity and inadequate supporting infrastructure. As a solution, this study recommends strengthening community-based economic institutions, enhancing capacities through training and education, and optimizing inter-sectoral collaboration to improve market access and financing opportunities. The SOAR (Strengths, Opportunities, Aspirations, Results) framework is applied to formulate adaptive and sustainable empowerment strategies. It is expected that the program can bring tangible improvements to income and welfare levels among beneficiaries in Temanggung Regency.
