Abstract

Community responses to compensation for small-scale land acquisition in Yogyakarta City focused on social aspects such as compensation, participation, and transparency. The implementation of small-scale land acquisition in Yogyakarta City, regulated by Government Regulation Number 39 of 2023, Minister of ATR/BPN Regulation Number 19 of 2021, and Yogyakarta Mayoral Regulation Number 17 of 2021, aims to develop public facilities and Public Green Open Spaces (RTHP). The process includes proposal submission, preparation (document feasibility assessment and needs analysis), implementation (deliberation and appraisal), and release of rights. The study showed that most residents felt the compensation was fair due to the government covering additional costs and the transparency of the deliberations. However, dissatisfaction arose regarding appraisal values that did not reflect strategic locations or when appraisal results were delivered verbally. Administrative obstacles such as missing documents also impacted the smoothness of the process, although community participation in the deliberations was deemed good. Community responses varied, with some welcoming the financing facilities and clear outreach, while others expressed negative reactions due to inadequate or non-transparent compensation. Some landowners were ambivalent, viewing the government's efforts as good, despite administrative challenges. This study recommends improving administrative management, coordination between relevant agencies, and halting projects in problematic locations if no agreement is reached.
