Abstract

Digital transformation in public services has driven the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to implement an electronic land administration system, including the issuance of electronic land certificates. This study aims to analyze the implementation of electronic certificate issuance in the Systematic Land Registration (PTSL) program at the Land Office of Maros Regency and to identify the challenges and solutions encountered. This research uses a qualitative method with an empirical juridical approach. Data were collected through interviews, observations, and document analysis. The results show that the implementation of electronic certificates has begun in the PTSL program, yet several obstacles remain, such as limited human resources, lack of technological literacy, insufficient infrastructure, and complex bureaucratic structures. The solutions include improving staff capacity through training, enhancing infrastructure, and strengthening internal communication and coordination. This implementation reflects the government's commitment to providing modern, efficient, and reliable land administration services.
