Abstract

This research aims to analyze the constraints and resolution mechanisms in the land certification process of former Bank Indonesia Liquidity Assistance (BLBI) assets implemented by the Land Office of Bogor City. The main issue addressed is how the certification of ex-BLBI assets often encounters obstacles such as overlapping land claims, absence of supporting documents, and physical control by third parties. This study employs a descriptive qualitative approach using data collection techniques through in-depth interviews, document review, and field observations. The findings reveal that out of 70 ex-BLBI land parcels registered, 17 parcels experienced overlap, and 4 parcels could not be located. The Land Office of Bogor City has taken resolution measures such as juridical and technical verification, field remeasurement, and cross-sectoral coordination. The process also includes validation of historical data and administrative approaches to third-party land control. The study concludes that the primary challenge lies in the lack of comprehensive land records from the past, and recommends the need for an integrated land information system to ensure legal certainty and protection of state assets.
