Abstract
Digital transformation in land administration services is a strategic effort by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to improve public service quality and efficiency. The Land Office of Ternate City has been appointed to implement seven prioritized services through electronic systems. However, during the transition period from manual to digital procedures, a significant decline in service requests was observed. This issue is believed to stem from the need for adjustment by both service users and providers to the new system, which requires additional technical validations and document verification. This study employs a qualitative approach with a descriptive method. Primary data were obtained through in-depth interviews with service users and staff at the Land Office of Ternate City, alongside direct observation of the electronic service implementation. Secondary data included official regulations, internal reports, and previous academic studies. Data analysis was conducted using the Miles and Huberman interactive model, followed by a deeper examination through the 5M framework (Man, Machine, Material, Method, Money) and SWOT analysis to identify strategic improvements. The findings reveal that the main challenges lie in the Man and Machine aspects, including limited human resources in the surveying unit and insufficient system integration and flexibility in the KKP platform. Some services, such as Roya and Rights Transfer, experienced delays due to pending media conversion and technical validation, which stalled the registration process. The SWOT analysis identified several key strategies: accelerating the conversion of legacy land records (SU/BT), strengthening technical staffing, and conducting continuous user education and technical guidance. This study provides strategic recommendations to enhance the number of service requests for the seven prioritized electronic land services during the digital transition.
