Abstract

The flood that struck Rua Village, South Ternate Subdistrict on August 25, 2024, caused massive damage with 80 affected buildings, 267 casualties, and 19 fatalities. Considering that Rua Village experiences recurring floods almost every year, the Ternate City Government plans a relocation program by providing 100 housing units on an area of 2.6 hectares to accommodate the affected residents, including housing within a 50-meter radius from the disaster point in Jambula Village. This study uses a qualitative methodology through comprehensive interviews, field observations, and documentation studies with data triangulation to analyze the dynamics of land acquisition, identify the stakeholders involved, and assess the main obstacles in the implementation of relocation. Research reveals various significant challenges in the relocation process, including the limitation of available land that meets standards, the complexity of licensing administrative procedures, issues of legal ownership document validity, social resistance from the community, communication barriers in inter-institutional coordination, technical accessibility and infrastructure problems, budget constraints, differing perceptions among stakeholders, and a lack of adequate socialization. The developed handling strategies include strengthening inter-agency collaboration, simplifying licensing mechanisms, increasing community involvement, and intensifying program socialization to make implementation more participatory and sustainable. The success of the relocation program heavily relies on multi-sectoral cooperation, legal certainty guarantees, post-relocation program continuity, long-term commitment from all parties, and regular evaluation of the effectiveness of the implemented strategies.
