Abstract

Umbulharjo District in Yogyakarta City is experiencing a land availability crisis for Public Cemeteries (TPU) due to high population density, land conversion, and increasing mortality rates. This study aims to analyze land availability and the status of land rights for potential TPUs, and formulate an ideal TPU management plan. The method used is descriptive quantitative with a spatial analysis approach using overlays and buffers on variables such as land use, Regional Land Use Plan (RDTR), slope gradient, erosion, drainage, land rights status, and road distance to the cemetery. The results indicate that the availability of potential land for Public Cemeteries (TPU) in Umbulharjo District is classified into six levels of feasibility, ranging from very unfeasible to very feasible, based on spatial analysis and AHP weighting of seven relevant variables. Land rights status at potential locations varies, including ownership rights, use rights, building rights, and uncertified land. Based on questionnaire results, the community assessed facilities and accessibility as the most influential aspects in achieving ideal TPU management. The provision of public cemeteries (TPU) requires comprehensive planning, taking into account the physical condition of the land, its legal status, and community involvement to create sustainable cemetery management that meets the needs of urban areas.
