Abstract

The main problem discussed in this research is the inconsistency and inaccuracy of land parcel data (KW 1, KW 2, and KW 3) in Damaran Village, Kota Kudus Sub-district, Kudus Regency, thus hampering the realization of complete and valid land registration in the Complete Township/Regency Land Registration Program (PTKL). The purpose of this study was to analyze the significance of differences in area, distance, coordinates, and shape of land parcels before and after data quality improvement, and to identify internal factors that influence the process. The research used a quantitative approach by comparing data before and after data quality improvement and conducting statistical tests to determine significance, complemented by interviews to gain qualitative insights. The findings of this study showed a significant improvement in the accuracy of area, distance, coordinates, and shape of land parcels after the data quality improvement. In addition, the study identified that human resource competencies, facilities and inter-agency coordination were important internal factors that influenced the success of the quality improvement process. In conclusion, improving the quality of land data in Damaran Village supports the realization of valid, accurate and reliable land information, provides legal certainty and can serve as a reference for similar programs elsewhere.
