Abstract

This study discusses the implementation of access reform and community participation in Kare Village, Madiun Regency. The program was conducted in two phases and involved the Gondoarum and Wono Lestari Farmer Groups. This study aims to determine the implementation of the access reform program in phases I and II in Kare Village, Kare District, Madiun Regency, and to examine the participation of community members in the Gondoarum and Wono Lestari Farmer Groups. The method used is a qualitative method with a descriptive approach. The results show that the implementation of the access reform program in Kare Village in phases I and II did not follow the applicable technical guidelines, as the entrepreneurial assistance for the MSME sector should have been followed up by the Trade, Cooperative, and MSME Office of Madiun Regency, but it was only carried out by residents with competence in coffee processing. Community participation in the Gondoarum and Wono Lestari Farmer Groups was quite active, with the majority of community members involved in the program's activities. According to Cohen and Uphoff's theory (1980), community participation was weak in decision-making indicators, but the theory is relevant to community participation in implementation, benefit-taking, and program evaluation. The program had a positive impact on the community, increasing their economy income and community welfare. Keywords: Access reform, Community participation, Community economic empowerment.
