Abstract

The eviction of the emplacement area at Tugu Yogyakarta Station, particularly in the Bong Suwung area, was carried out by PT KAI DAOP 6 Yogyakarta as part of efforts to secure the operational railway line and manage land assets owned by the Sultanate of Yogyakarta (Sultan Ground). This study aims to analyze the position of the Serat Palilah as the basis for land control by PT KAI, examine the stages of the eviction process, as well as identify obstacles and formulate solutions during the eviction. The research method used is empirical legal research with a socio-legal approach. The results of the study show that the Serat Palilah serves as evidence of the legality of land utilization, but it does not yet have legal force as a land title. To strengthen the legal standing of land control, a Serat Kekancingan is required as a form of full legalization. The eviction process in Bong Suwung was divided into four stages: planning, implementation, reporting, and financing. The main obstacles were community resistance to the dismantling compensation and fears of losing their homes. Proposed solutions include renewed socialization efforts, participatory mediation, and the development of a more equitable compensation mechanism. This research contributes to the understanding of land management and land conflicts within the context of Yogyakarta's special status. Keywords: Regulation, Emplacement, Indonesian Railway Company
