Abstract

PT Kereta Api Indonesia (Persero)'s efforts in asset optimization face various challenges including assets located in the Pare Ex-Emplacement, Kediri. In the Pare Ex-Emplacement official house complex, there are asset control problems that result in the non-optimization of BUMN in its asset utilization efforts. This study aims to determine the problematic control of PT KAI (Persero) assets in the Pare Ex-Emplacement Service House Complex and to find out how much potential loss of rental income that should be obtained by PT KAI due to asset control problems. The method used is a mixed method, namely descriptive method and rental valuation method based on market data. The results showed that the problem of asset control in the Pare Ex-Emplacement involved the community who occupied the assets as plaintiffs and the Kediri District Land Office and PT KAI (Persero) as defendants. The conflict was caused by an increase in rental rates in 2014 and the issuance of five right-to-use certificates that were considered legally flawed by the community. The dispute was handled at the Surabaya State Administrative Court, the Surabaya State Administrative High Court and the Supreme Court. At the Supreme Court level, the community's lawsuit was rejected because they were deemed not to have legal standing as tenants. Meanwhile, due to the problem of asset control, the total potential loss of annual rental income on assets in the official house complex is Rp.363,240,000, - (three hundred sixty-three million two hundred forty thousand rupiah).
