Abstract

The construction of the Yogyakarta-Bawen toll road infrastructure is part of a National Strategic Project that aims to improve connectivity between regions and encourage regional economic growth. One of the crucial aspects in the implementation of this project is land acquisition, especially in the inventory and identification stage carried out in Margokaton Sub-district, Kapanewon Seyegan, Sleman Regency. This research is motivated by the complexity of problems that arise in the field, such as administrative data discrepancies, overlapping ownership status, and community resistance due to lack of socialization and compensation values that are considered unfair. The purpose of this study is to analyze the compatibility between the applicable laws and regulations and the implementation of the land inventory and identification process in the field, identify various problems that arise in its implementation, and formulate alternative solutions that can be applied to improve the effectiveness and efficiency of the process. This research uses a descriptive qualitative approach with a case study method, and data collection techniques are conducted through in-depth interviews, field observations, and documentation studies of relevant primary and secondary data. The results showed that the obstacles in the inventory and identification process in Margokaton Sub-district came from technical and administrative constraints, weak inter-agency coordination, and lack of coordination between institutions.
