Abstract

The construction of the East Ring Road in Sukoharjo Regency is a strategic project aimed at improving interregional connectivity, facilitating distribution flows, and supporting local and regional economic growth. However, in its implementation, the project faces various obstacles, particularly in terms of land acquisition. These issues include unclear legal status of land, low community participation, inconsistencies between central and local policies, and weak coordination among relevant agencies. This study aims to identify the main challenges in the land acquisition process for the Eastern Ring Road project and formulate strategic solutions to address them. The method used in this study is a descriptive qualitative approach, with data collection techniques through interviews, document studies, and direct observation. The results of the study indicate that technical and social obstacles are the dominant factors hindering the acceleration of the project, such as objections to compensation values and delays in administrative processes. To address these issues, this study recommends strengthening communication with the community, legal assistance, improving cross-sectoral governance, and applying the principles of fair, transparent, and participatory land acquisition. This study is expected to serve as a reference for the implementation of similar projects in the future and contribute to the improvement of the land acquisition system in Indonesia.
