Abstract

One of the main challenges in achieving the Complete Systematic Land Registration (PTSL) program's targets is mapping Cluster 4 land parcels, namely those already registered and certified. Obstacles arise from incomplete mapping or inconsistencies in field conditions, as well as unrecorded changes in physical data. Therefore, remapping and adjustment of Cluster 4 physical data are necessary to accelerate measurement and support the effective and efficient success of the PTSL program. This research employed qualitative methods, studying objects in their natural context without manipulation, with the researcher as the primary instrument. Data were collected through triangulation of methods, namely observation, interviews, and documentation, to enhance validity. Data analysis was descriptive, systematically describing the phenomenon. Data sources included primary data from the field and supporting secondary data. Data processing included transcription, reduction, categorization, presentation, and discussion for comprehensive interpretation. This study found indications of irregularities in the land mapping process at the Lebak Regency Land Office. Officers preferred to place unmapped cluster 4 plots into internal blocking rather than category K4.2, citing the perceived lengthy and complex process. This discrepancy between practice and regulations creates problems in the implementation of land mapping and management, hindering the effectiveness and accuracy of data collection. Therefore, evaluation and adjustment of regulations and mapping mechanisms are needed to ensure the land program runs according to regulations.
