Abstract

This study analyzes the problems and solutions in electronic mortgage cancellation (Roya Elektronik) services at the Bantul Regency Land Office. The implementation of Roya Elektronik, a key initiative by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) since August 2020, aims to enhance efficiency, transparency, and accessibility in land administration. Despite its benefits, the service faces various operational challenges, both internal and external. Internally, issues include limited human resources (SDM) and inadequate infrastructure, such as unstable networks and frequent website errors, exacerbated by high user traffic exceeding server capacity. Externally, a lack of responsiveness from creditors (banks) and incomplete documentation frequently lead to delays and rejections, prolonging the processing time beyond the normative one-day target to an average of seven working days. To address these problems, the Bantul Regency Land Office has implemented several solutions: increasing the number and competence of human resources through recruitment and regular training, improving network infrastructure and website maintenance using allocated budget, and providing consistent guidance and socialization to creditors to ensure accurate and complete document submission. This research employs a qualitative descriptive method, utilizing a Fishbone analysis with the 5M framework (Man, Machine, Material) to systematically identify the root causes of these issues and evaluate the effectiveness of the implemented solutions. The findings highlight the critical need for continuous improvement in human resource development, technological infrastructure, and stakeholder collaboration to optimize the electronic land service system.
