Abstract

This study analyzes the impact of the development of the Agrarian Reform Village (KRA) on the welfare of the community in Mekarsari Village, Pandeglang Regency. The KRA program is one form of implementation of the agrarian reform policy that aims to balance land ownership and control by prioritizing two main approaches, namely asset management through the process of land redistribution and legalization, and access management in the form of direct empowerment to the beneficiary subjects. This study uses a qualitative approach, where data is collected through field observations, in-depth interviews with various stakeholders, and documentation reviews related to the implementation of KRA. The main findings show that the beneficiary community experienced a significant increase in welfare, seen from the certainty of land ownership status, increased family income, and the development of productive economic activities, especially in the agricultural sector and Micro, Small, and Medium Enterprises (MSMEs). In the implementation process, the program still faces a number of challenges, including limited market access for local products, efforts in sustainable aspects after access reform, and in developing innovation in the community's mindset.
