Abstract
The Complete Systematic Land Registration Program (PTSL), implemented by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), aims to accelerate land registration across Indonesia, with one of its strategic outputs being the realization of a Complete Village—defined as a village where all land parcels are mapped and validated both spatially and juridically. Bandung Regency designated Mekarlaksana Village as one of its Complete Village targets for 2025 due to its high number of certified land parcels, comprehensive spatial and juridical data, and its status as a 2024 PTSL designated location (Penlok) in Ciparay District. This selection was further supported by the availability of relatively complete basic land data in the KKP system, indicating a strong potential to achieve the Complete Village Index (NDL) indicators. This study aims to explore the implementation of Complete Village mapping in Mekarlaksana Village, identify encountered challenges and provided solutions, and assess the quality of the mapping results. This research employed a mixed-method approach with a descriptive design. Data collection techniques included observation, structured interviews with stakeholders, document review, and activity documentation. Qualitative data analysis was conducted descriptively and spatially to identify the lack of technical detail in the 2019 PTKL Technical Guidelines, as well as the challenges and solutions in the implementation of Complete Village mapping. Quantitative analysis was used to calculate the NDL based on the official indicators in the KKP Dashboard. The results indicate that in implementing the mapping of Mekarlaksana Village, the 2019 PTKL Technical Guidelines still require more detailed technical elaboration, particularly regarding parcel digitization procedures and mapping for village subdivisions. The researcher developed an alternative method using Excel formulas and employed CAD and GIS to address issues such as duplicate NIBs, parcels outside administrative boundaries, gaps, overlaps, and the integration of spatial and juridical data. The Complete Village mapping produced high-quality data with an NDL score of 95.32%, supported by the main indicators: Land Book Validation (90.99%), Parcel Area Validation (99.1%), and Document Scanning (95.88%), all within tolerance limits. The researcher recommends evaluating and revising the 2019 PTKL Technical Guidelines to include more detailed technical instructions with regular updates, along with strengthening institutional support and adding competent human resources at the Bandung Regency Land Office. The NDL achievement of 95.32% in Mekarlaksana Village should serve as a national benchmark, accompanied by the accelerated resolution of duplicate certificates, delayed village subdivisions, and enhanced technical capacity of implementers through training in GIS, CAD, and KKP.
