Furthermore, reliance on old, often damaged, and inaccurate land data exacerbates administrative This study analyzes the policy, obstacles, and strategic recommendations for the Building Use Rights (HGB) licensing service on Sultan Ground (SG) in the Special Region of Yogyakarta (DIY). Rooted in the unique legal framework established by the DIY Law No. 13/2012, which recognizes the Kasultanan as a legal entity owning SG, the research identifies significant administrative, juridical, and data-related impediments. Key findings include a substantial delay in the issuance of Serat Kekancingan a mandatory permit from the Kasultanan with only 1.96% of recommended applications being approved between 2019-2023. This delay, coupled with the absence of a clear timeframe for Kasultanan's approval and a lack bottlenecks. The research proposes comprehensive strategies for improvement, emphasizing administrative and data digitalization, strengthening legal frameworks, enhancing inter-agency coordination, and improving public socialization and education. These recommendations aim to foster a more effective, transparent, and just land administration system in DIY, ensuring legal certainty and promoting sustainable development.
