Rooted in the unique legal framework established by the DIY Law No. 13/2012, which recognizes the Kasultanan as a legal entity owning SG, the research identifies significant administrative, juridical, and data-related impediments. Key findings include a substantial delay in the issuance of Serat Kekancingan a mandatory permit from the Kasultanan with only 1.96% of recommended applications being approved between 2019-2023. This delay, coupled with the absence of a clear timeframe for Kasultanan's approval and a lack bottlenecks. The research proposes comprehensive strategies for improvement, emphasizing administrative and data digitalization, strengthening legal frameworks, enhancing inter-agency coordination, and improving public socialization and education. These recommendations aim to foster a more effective, transparent, and just land administration system in DIY, ensuring legal certainty and promoting sustainable development.
