Abstract
This study aims to examine and analyze the problems encountered in the implementation of electronic land certificates at the Land Office of Pemalang Regency. The research focuses on two critical factors: the limitations in land data quality and the inadequacy of human resources to fully support the digital transformation of land administration services. By addressing these two aspects, the study seeks to provide a deeper understanding of the structural and technical obstacles that hinder the success of electronic certificate implementation as part of the broader digitalization initiative in land affairs. The study employs a qualitative descriptive approach, utilizing data collection techniques such as observation, interviews, and document analysis. Information was gathered from staff members directly involved in the issuance of electronic certificates, as well as from relevant official documents. This approach enabled the researcher to gain comprehensive insights into the processes, challenges, and existing efforts in applying electronic systems within the land office, particularly in relation to spatial data management and the technological capabilities of personnel. The findings reveal that the implementation of electronic land certificates still faces several obstacles, especially in terms of data validation accuracy and the readiness of human resources in technical and digital literacy. Many land parcels are affected by overlapping boundaries, data gaps, and inconsistencies between spatial and legal records. Moreover, the limited number and qualifications of personnel have resulted in an uneven distribution of workloads and delays in service delivery. These issues ultimately pose risks to the accuracy and legal reliability of electronic certificates. Therefore, improving data quality and enhancing staff competencies are essential to ensure the successful, efficient, and legally secure implementation of electronic land certificates.
