Abstract

The asset certification issue of PT Kereta Api Indonesia (Persero), used for public infrastructure by the Ponorogo Regency Government, presents legal and administrative challenges. This study aims to identify the causes, analyze internal and external factors, and formulate resolution strategies. The research uses a qualitative method with a historical juridical approach. Data were collected through interviews and document analysis at PT KAI DAOP 7 Madiun and related agencies. Findings show that the land, long used as a public road, lacks legal clarity due to absent certification and poor institutional coordination. The SWOT analysis suggests solutions such as optimizing grondkaart data, strengthening institutional synergy, and applying both litigation and non-litigation measures. The study concludes that effective asset protection and legalization require cross-agency commitment to prevent future land disputes.
